拉闸限电 | 外贸订单的涨价契机，内附模板

关于拉闸限电，最近一直在热议。很多人会有这个疑问：咱们是制造业大国，为什么要对制造企业进行拉闸限电？

咱们可以粗略地分析一下综合原因。

01

碳达峰和节能减排

咱们和欧美约定了碳达峰，是因为条款对我们有利，至少是互利双赢。

作为全球煤电第一大国，9月21日，中国国家领导人向世界宣布：中国将大力支持发展中国家能源绿色低碳发展，不再新建境外煤电项目。

咱们是言出必行的，我们制定了碳排放减排目标，各省都有任务指标，这是为了实现绿色地球，实现碳达峰这个宏伟目标而必须做到的事情。

因为碳排放量有限制，我们的总能源使用量就有限制，所以在达到一定地步时，就必须有所取舍。

近日，在多重因素影响下，一些东北地区电力供应陡然紧张，缺电不仅造成工业生产受限，还对当地居民生活也造成一定影响。

居民用电需要保证，而且居民用电只占总用电量的13.6%，第三产业用电也只有13.4%，那就只能拿耗电量占比达71.1%的工业用电开刀了。

因此，对生产制造业进行拉闸限电就成为了必须。

订单纷至沓来，制造企业真的赚到钱了？

疫情爆发以来，全世界的制造业几近半瘫痪状态，向来以制造业发达而著称东亚地区，受疫情影响，部分订单也回流中国。全世界的货船都往中国开，开足马力从中国拉货，而全球其他地方出港的船大半都是空船。

以前都是我求订单，没想到现在是订单追着跑。按常理想，中国制造这一波肯定是赚大了吧。现在中国制造的诡异之处在于，我们只赚吆喝不赚钱。

假如中国制造是一个整体，碰到这种供不应求，全世界都来求货的状况，肯定是狠狠的提价，大赚一笔。

但现在的实际状况是，明明是全世界都求着中国出货，结果中国产品的出厂价就是提不上去。无论订单规模有多大，中国工厂都吃得下，然后迅速扩张出对应的产能出来。

这让我想起之前的口罩，中国的口罩产能，在短短几个月里扩张了100倍，硬生生地满足了全球防疫的需求。全世界都在求着中国卖口罩，结果口罩厂商们竟然厮杀到只要能赚一毛钱也要接单。一些外贸群的厂商一边大骂降价无底线的其他厂商，一面也得无奈降价。不然怎么办呢，扩充出来的产能，堆积如山的口罩怎么办。

中国的企业太零散了，有些产品生产的技术门槛确实不高，只要还能赚一点钱，就没人敢提价。这么多的订单全部做出来后，全部堆在仓库里等着装船。疯狂的海运价格飞涨，轻松干掉了绝大多数的利润。

表面上看，中国制造红红火火，订单无数，实际上几乎所有的工厂都在为船运公司免费打工。

海运敢涨价，十倍二十倍的涨，但中国制造就是不敢涨价，即便是全球订单求着咱们发货也不敢涨价，这就是目前的现状。

除了海运涨价，原材料也在疯狂涨价，各种原材料都涨，全都是翻倍的那种涨。那为什么工厂居然还不涨价？

因为订单量大，虽然单件毛利下降，但总体收益还过得去，大量的货积压在仓库，但早晚还是能运出去的，于是这些工厂就疯狂的扩产能，硬生生的忍受了原材料涨价。

比如我之前谈到过的一位朋友，疫情以来，他的企业每天都在开足马力生产，不断的扩大产能，员工数量已经较一年多前翻了一倍。大家聊天时，听他抱怨最多的就是，海外买家不停地催货，但是他这边产品就是没法提价。问他原因，他说你不做总有人做，现在量大，总还有的赚。

疯狂扩张的产能让煤炭价格飙升

火电用的动力煤，5月份的时候是500多块一吨，夏天的时候800元左右，现在都1400多了。

作为第一产能和第一市场的中国，对煤炭价格拥有绝对的定价权。

然而疯狂扩张的产能，却让让煤炭供不应求，价格硬是的飙升了好几倍。

煤炭耗费量大，说明经济好，如果能赚到钱，也行。但我们偏偏赚不到什么钱，就连产品出厂价都上不去。

煤炭价格飙升后，受到最直接影响的就是到火电站。上半年的时候，火电站就亏惨了，中国电力是纯国营，不能想涨就涨，不能根据市场供需来决定出厂价。像美国德州一场暴雪就把电价提升200倍，在中国是不可能出现的事情。

火电站已经严重亏损了，要么降低煤炭价格，要么提升出厂电价，要么拿纳税人的钱疯狂补贴电厂，没有其他选项。

这何尝不是一个合理涨价的契机

综上所述，限电是势在必行的，而产品涨价也是不得不为。咱们可以这个角度跟国外买家说：为了做到环保，保护人类共同的家园，我们的产品不得不涨价。（当然措辞可以说的更合理、委婉一些）

Due to the recent “dual control of energy consumption” policy of the Chinese government, our manufacturing operation has been adjusted to "run for 7 days and stop 7 days"（根据实际情况修改）, and the production capacity is only half （根据实际情况修改）of that under normal conditions. 

We have tried our best to ensure the on-time production, but we are very sorry to inform you that the delivery of your order will be delayed by X days, and the latest delivery time is XX\XX.

由于近期的“能耗双控”，我司产线的运营周期调整为“开x停x”，产能为正常情况下的xx。我们已竭尽全力确保订单的生产进度，但非常抱歉地通知您，您的订单交期将延期x天交付，最迟交付时间为x月x日。

为逼单造势

To commit the promise to the world that China will meet the emission peak in year 2030 and carbon neutrality in year 2060, Chinese local governments have taken strict-ever actions to reduce release of CO2 and energy comsumption by restricted supply of electricity power. 

为了实现“二氧化碳排放力争于2030年前达到峰值，努力争取2060年前实现碳中和”的承诺，中国地方政府已经采取了前所未有的严格措施，通过限电来减少二氧化碳的排放和能源消耗。

Some areas supply 5 days and stop 2 days in a week, some supply 3 and stop 4 days, some even just supply 2 days but stop 5 days.

一些地区的工厂出现了“开5停2”“开3停4”，甚至“开2停5”的情况。

These actions will result in a terrible increase of all costs, from raw materials to packing materials, from labor cost to ports operation costs. 

所有这些因素将导致原材料、包装、劳动力、海运成本等齐齐攀升的严峻结果。

Now, we all face a difficult choice : to order NOW (before our National Day-Oct 1st) or wait at least 6 months later (NOT sure when costs will go down). Just be prepared for 2 things: prices will be increased and delivery time will be prolonged.

所以我们当前面临一个困难的选择：现在下订单（10月1日之前），或等到6个月之后（并不确定届时是否价格会跌落）。请准备好两种情况：价格会上涨，交期会延长。

借势涨价

In September, many local governments in China began to implement strict "dual control system of energy consumption" policies. Our production lines as well as our upstream supply chain partners were all affected to a certain extent. 

In addition, the China Ministry of Ecology and Environment has issued the draft of "2021-2022 Autumn and Winter Action Plan for Air Pollution Management" in September. This autumn and winter (from October 1, 2021 to March 31, 2022), the production capacity in some industries may be further restricted.

9月，中国多地政府开始实施严格的“能耗双控”政策，我司产线以及我司的供应链上游合作伙伴均受到了一定影响。并且中国生态环境部办公厅已于9月发布了《重点区域2021-2022年秋冬季大气污染综合治理攻坚方案（征求意见稿）》，今年秋冬季节（2021年10月1日至2022年3月31日），部分行业将被重点关注，产能或将被进一步限制。

Due to the limited production capacity and the recent sharp increase in raw material prices, we have to inform you that we will increase prices for some products from 15th October. Please see the attachment for the latest quotation form.

在产能受限以及近期原材料再次大幅涨价的情况下，我们不得不通知您，将从10月15日起对部分产品提高价格。最新的报价表请见附件。

Our company has been committed to providing customers with high-quality products and thoughtful service. Prior to this, we have made every effort to mitigate the impacts of issues like rising raw material costs and exchange rate fluctuations and to avoid price increases. However, in order to maintain the quality of the product, and continue business with you, we have to increase product prices this October.
